Kern High School Teachers: Join Us!

Hello CVHEC Friends and Colleagues,

Welcome to our October e-newsletter with news in higher education around the Central Valley.

In this edition, we announce the launch of the cohort recruitment campaign for our new Kern Master’s Degree Upskilling Project funded by the Kern Regional K-16 Education Collaborative.  The project mirrors the Upskilling Project that CVHEC undertook in Fresno and Madera counties two years ago as a pilot project with funding from the Fresno K-16 Collaborative

National University and Fresno Pacific University will deliver Master’s degrees, subsidized by the Kern Regional K-16 Education Collaborative, in English and mathematics to high school teachers in Kern County holding BA degrees in the two subject areas and interested in teaching college level dual enrollment classes on their high school campuses.  They are now accepting applications to reach our goal of 100 high school teachers earning Master’s degrees in Kern County by 2025.  Please pass the word if you know of high school teachers who might be interested.

Also, we “introduce” Elaine Cash, who as of Oct. 1, has taken on the role as CVHEC’s Grants & Programs coordinator.  Many of you know Elaine not just as a longtime, dedicated and accomplished educator in our region, but also in her service the past few years as a CVHEC K-12 Liaison who brought her years of experience and expertise in K-12 education to work with our higher education leaders.

The strategies of the Consortium benefit greatly by bringing in our K-12 partners to improve the student success pathways for our region’s students so we are delighted that Elaine will expand her role on our team in this new capacity to support the growth and sustainability of the consortium and our work.

This issue’s “What the CV-HEC Blog” provides commentary on Assembly Bill 1705, a piece of legislation aimed at ensuring the final elimination of developmental education in community colleges and developing corequisite support courses to replace them.

You will also read about one example of a successful CVHEC mini-grant and how a member-institution, the California Health Science University, earned recognition for a program in which the mini-grant helped students gain the opportunity to begin pursuing careers in health and medicine.

CCA Dual Enrollment National Focus Group Features Central Valley Students

A nation-wide communications campaign conducted by Complete College America (CCA) to recruit more Latinx students and other students of color into dual/concurrent enrollment student programs across the United States includes four Central Valley students who participated in CCA’s Dual Enrollment Student Focus Group Sept. 19 via Zoom.

The projected release of the virtual presentation is early 2023, said Dr. Brandon Protas, a strategic director for CCA.

Complete College America is a national nonprofit organization whose mission is focused on significantly increasing college completion rates with a focus on racial equity through an alliance of higher education leaders and organizations – such as partner CVHEC.

Dr. Benjamín T. Durán, CVHEC executive director, serves as one of 48 CCA leads nation-wide who provide oversight and coordination for local initiatives as well as CCA-sponsored projects. Leads act as strategic thought partners and leaders and promote the efforts and importance of CCA, Dr. Protas said.

The alliance sought the student recommendations after seeing CVHEC’s dual enrollment awareness campaign the past year that culminated in a five-minute video, newsletter stories and student panels at two convenings earlier this year. In addition to those students from the consortium’s nine-county Central Valley region, for this national project CVHEC also recruited valley students who attend a college outside the region.

Dr. Protas said the national project sought racially homogenous focus groups of students over 18 who participated in dual/concurrent enrollment in the past four years.

“The aim is to understand what impact DE/CE classes had on students of color, as well as on their motivation to go to college and to earn a certificate or degree and their experiences as a student of color,” Dr. Protas said.

“Information gathered from this national focus group will help create plug-and-play communications assets that can be used for intentional recruitment of dual/concurrent enrollment students who are underrepresented in these programs,” he said. “These would be branded through Complete College America and made available throughout the CCA Alliance to help recruit future high school students into DE/CE programs across the United States.”

The conversations were facilitated by Dr. Stepheny Hinkle Beauchamp, who CCA retained to conduct them through a race-conscious lens, Protas said. Her doctoral research is in dual enrollment rates for Latinos in Colorado.

The CVHEC students participating in the nation focus group are:

 

  • MARISSA GUTIÉRREZ, a graduate of Firebaugh High School who took dual enrollment through West Hills College-Firebaugh Center, earned a bachelor’s degree in psychology at Fresno State. She is now enrolled at University of Northern Colorado earning a master’s degree in clinical mental health counseling while working full time for a local elementary school in Greeley, CO.

 

  • VERÓNICA MÉNDEZ GARCÍA graduated from Madera High School where she enrolled in dual enrollment courses through Madera Community College before earning a Bachelor of Arts at Fresno Pacific University in spring 2022. She also served as student body president (2021-22) and was featured in a CVHEC video regarding broadband disparity. She is now pursuing a master’s at California Baptist University online.

 

  • AMIRA MALDONADO earned an Associate of Arts degree (plant science) through Reedley College’s Wonderful Prep program while at Sanger High School and is now in her second undergrad year at University of California, Davis (human development- sports medicine).

 

  • JOSÉ ACOSTA, a Sanger High School alumnus, took dual enrollment courses through Reedley College’s Wonderful Prep program and is in his second undergrad year at UC Davis (Animal Science).

 

The students have been enthusiastic in sharing their respective success stories, said Tom Uribes, CVHEC communications/media coordinator who coordinated the local student effort with Saundra McGlothlin, CVHEC regional coordinator and dual enrollment lead.

“We identified students who took just a few dual enrollment classes and found themselves motivated to pursue a higher education and we had some who went all out taking enough courses to earn an associate degree a week or two before they formally graduated from high school,” Uribes said. “All have been very articulate in sharing their respective stories either in our video, newsletter stories or serving on the panels.”

New semester, renewed dialogues

Hello CVHEC Friends and Colleagues,

Welcome to the September 2022 newsletter!  By now, our member institutions are well into the fall semester.

In this edition we are happy to begin a dialogue in the Central Valley that will launch a regional Zero Textbook Cost (ZTC) movement in our region to assist our students navigate the increasing costs of higher education.  CVHEC, with the assistance of some of our community college leaders, will launch a Central Valley ZTC Task Force.

To learn more about ZTC, see our task force story and our What in the CV-HEC is Happening blog by West Hills College Lemoore President James Preston, a CVHEC board member whose college is a state leader in the OERevolution.

We also update you on a couple of initiatives that have made our CVHEC member institutions leaders in the state:

  • Our Program Pathways Mapper team working to create a model transfer approach that can be replicated in the rest of the state, has been invited to present at the statewide California Community College League of California conference in November.
  • We are also happy to announce that a group of Central Valley dual enrollment students have been invited by Complete College America (CCA) to participate in a national focus group on the benefits of well-delivered dual enrollment opportunities.  We are very proud that our students’ voice will be heard nationally.

We hope these topics and others in our newsletter will be resourceful for you and your colleagues.

We wish our member institutions — and the students they serve — a successful and safe fall semester.  Let’s hope that we have put the pandemic behind us as we continue to be cautious and stay healthy and safe.

CVHEC Director’s Message (August 2022): Here’s to an Engaging Fall Semester 2022

Greetings to you all and welcome to the fall semester as students, faculty and staff return to in-person learning at our CVHEC campuses throughout the Central Valley.

As we all approach the 2022-23 academic year with renewed energy and enthusiasm, we are dedicating a portion of this edition of the CVHEC e-newsletter to the good work  of the medical healthcare  partners in the Consortium.

We are delighted to announce  the establishment of the California Medicine Scholars Program (SJV-CMSP) hub in Fresno, one of four hubs in California authorized by the Senate Bill 40, authored by our very own Senator, Melissa Hurtado, (D-Sanger Hurtado).  The budget bill, signed in June by Governor Gavin Newsom, includes $9,975,000 to establish a regional pipeline system for community college students who want to go to medical school.

Dr. Kenny Bahn of the UC San Francisco Medical School – Fresno headed a team to develop the application for funding and collaborated with CVHEC partners, California Health Sciences University and regional community colleges that will feed the medical pathways in the valley.  Valley wide collaborative efforts will hopefully lead to more physicians and allied health professionals settling in the region.

In keeping with the medical theme, please see the video in our “What The CV-HEC Is Happening” Guest Blog featuring Dr. Mike Farr, an alumnus of CVHEC member California Health Science University, in an interview on GVWire’s “Unfiltered” virtual talk show.  Dr. Farr was conferred the Doctor of Pharmacy (PharmD) degree in CHSU’s first Graduation Ceremony in 2018 and touts the value of having a medical school in the Central Valley.

Please join us in welcoming to the CVHEC Board of Directors Dr. Brock McMurry, newly appointed interim superintendent/president of the West Kern Community College District (Taft College). He will be seated at our next quarterly meeting this fall along with two new members also recently appointed to their posts: Dr. Robert Pimentel, president of the historic Fresno City College (the oldest Community College in California) and Dr. Andre Stephens, president of Fresno Pacific College (see our May issue).

This fall, CVHEC will push forward with several exciting developments that will be featured in future issues including the resumption of in-person convenings to address issues of higher education relevant to our mission. Be on the lookout for our continuing work in Dual Enrollment and Diversity, Equity, Inclusion and Accessibility (DEIA).  In collaboration with the three K16 Collaboratives in the Central Valley, CVHEC will also be pushing for improved transfer pathways and a valley wide dialogue on creating meaningful STEP and math pathways for our students.

Also this fall we unveil our renovated website which we hope will be easier to navigate and showcase the work of the Consortium throughout the valley.

The 2022-23 academic year stands to be another exciting and productive year.  We hope you will stay engaged with us and join us for the in-person convenings we will hold as the pandemic wanes.

CVHEC Director’s Message (July 2022): Summer ‘recharge’ and a renewed appreciation

Greetings and welcome to our July CVHEC e-newsletter,

This month we share a brief issue and greeting as we find ourselves in the first summer since 2020 where the pandemic is not ruling our lives.

I hope you all enjoyed fabulous live commencement exercises on your campuses.  We know students, family, professors, and staff have been looking forward coming together again to celebrate the accomplishments of our students in the Central Valley.

I’m sure many of you agree that one take-away from the pandemic experience – with life seemingly coming to halt the past two years amid shutdowns and event cancellations  –  is the renewed appreciation we find in everyday routines like pulling into the campus parking lot, crossing the beautiful landscapes of our 30 campuses across the valley, walking into classrooms and seeing those eager faces, reconvening with colleagues in the office and most significantly, sitting in an arena, stadium or any venue to bask in the joy of our students walking across the stage to receive their diploma, a celebration with their friends and families of the hard work and success by all in academia.

This summer we will continue to work on our regional initiatives like dual enrollment, creating a Central Valley transfer model and working on developing math pathways between our K12 partners and our CVHEC member institutions.  

Until we usher in the fall 2022 semester together, I hope you will find some time to rest, recharge, enjoy time with your loved ones and maybe even a do little travel once again.  We look forward to regrouping in August and kicking-off another impactful year.

CVHEC  Dual Enrollment Convening set for March 17 in Fresno

The “Establishing Dual Enrollment Pathways in the Central Valley” convening Thursday, March 17, will bring more than 150 secondary and postsecondary educators together in person for the first time since the pandemic shutdown to address challenges and barriers to dual enrollment success.

Presented by the Central Valley Higher Education Consortium, the convening will be from 9 a.m. to 2 p.m.  at the DoubleTree By Hilton Hotel in downtown Fresno.

This second convening will continue the work started on March 5, 2020 – two weeks before the pandemic shutdown – which resulted in several initiatives that have enhanced the delivery of dual enrollment in the region:

  • Improvements in the CCCApply application process to the California Community College system.
  • The Dual Enrollment Upskilling Teachers Master’s Program that provides access to state funding through the Fresno K-16 Collaborative providing funds for high school English and math teachers to earn their master’s degrees.

“This unique event — intersegmental collaboration at a regional level — will be highly interactive and will engage audience members with panel presenters from valley colleges and high schools including practitioners and student success stories,” said Dr. Benjamín T. Durán, CVHEC executive director.

This renewed localized promotion of dual enrollment began in Spring 2019 when Central Valley community college leaders approached CVHEC to provide convening assistance surrounding dual enrollment, a strategy that allows secondary school students to earn college credits before their high school graduation.

As a result of the discussions in these early gatherings, the Central Valley Dual Enrollment for Equity and Prosperity (CVDEEP) Task Force was formed with about 60 community college and K-12 educational leaders who deliver dual enrollment services valley-wide.

“These educators endeavor purposefully and strategically in addressing the complexity of dual enrollment to spotlight both challenges and best practices for colleges and high schools in the nine-county CVHEC region,” Durán  said.

In June 2020, CVHEC released a 16-page report, “Dual Enrollment in the Central Valley, Working Toward a Unified Approach for Equity and Prosperity;”   by former CVHEC Strategies Lead Virginia Madrid Salazar, Esq., that highlights this work and provides a blueprint to strengthen dual enrollment delivery in the Central Valley. BACKGROUND

In 2016, a new dual enrollment option was introduced through Assembly Bill (AB) 288, amending Education Code (EC) 76004, and creating the College and Career Access Pathways (CCAP). This legislation enabled more high school students to take college courses taught by college professors on their high school campuses.  California AB 30, signed by Governor Newsom in October 2019, expands and protects dual enrollment through 2027.

‘What the CV-HEC is Happening?’ Guest Blog FEB. 2022: Dual enrollment

Virginia Madrid-Salazar, Esq., was CVHEC’s strategies lead from 2015 through July 2021. In August, the San Joaquin College of Law alumna’s service to her community shifted to private law practice as a dependency attorney serving parents and minors involved in Dependency Court of the Fresno County Superior Court. She is also a board member of the Fresno County Office of Education Foundation. Not only did she utilize her skills while at CVHEC to help develop dual enrollment strategies with CVHEC member institutions and educational partners, Virginia also supported her own son’s productive dual enrollment journey – so we asked her to share some observations on dual enrollment from this unique perspective for our fourth “What the CV-HEC is Happening” Blog.

 

Dual enrollment: an equity change-maker

As the strategies lead for the Central Valley Higher Education Consortium, it was an honor to work alongside area educators to affect transformational changes that have occurred in the region’s higher education sphere during that period.

This blog entry gives me a welcome opportunity to share my perspective, first, reflecting on the dual enrollment work that CVHEC champions; experiencing dual enrollment in my own son’s educational career; and lastly, expressing my hope for where the Central Valley will go with dual enrollment. As a dependency attorney, I welcome the push of dual enrollment for foster youth.

Energizing for Dual Enrollment Despite Pandemic Limitations

Right before the pandemic hit, on March 5, 2020 CVHEC hosted a groundbreaking event for Central Valley higher education and K-12 educators. Nearly 200 interested educators gathered to create an action plan to create a dual enrollment model that improved the delivery of dual enrollment for the Central Valley’s rural and urban communities.

It was an energizing event. A CVHEC-convened taskforce primed the agenda to allow colleagues an opportunity to identify shared barriers to dual enrollment and devise action plans to dismantle those barriers. This collaboration proactively allowed for a valley-wide approach.

Among the needs that emerged included improving CCCApply for dual enrollment students (the application was not originally  designed for use by high school students taking college-credit bearing courses and it showed); and the simple fact that not enough teachers met minimum qualifications Ito teach college courses on their high school campuses.

During the pandemic, CVHEC brought those interested parties together virtually via Zoom where these challenges were further examined and solutions were crafted.

Application Frustrations Raised and Fixed

An executive committee of the task force identified frustrations experienced by Central Valley students when enrolling in dual enrollment courses. These concerns were shared with the California Community College Chancellor’s Office team working to improve the application process.

As a result, improvements have been implemented and there are more students now overcoming that barrier.

Growing Dual Enrollment Teachers on High School Campuses

CVHEC got to work on another barrier and organized grant applications to the Fresno K-16 Collaborative to fund high school English and math teachers to earn their master’s degrees (see Dual Enrollment Upskilling Teachers Master’s Program). In December 2021, the first of three cohorts completed their degrees. Not only will these teachers teach dual enrollment courses on high school campuses, but some will serve at rural high school campuses where the need is great.

These efforts are the beginnings of improving dual enrollment for Central Valley students.

Improving dual enrollment access does not necessarily mean a student must earn their associate degree by the time they finish high school either. Rather, the opportunity to take at least six units of college-credit bearing courses – especially an English or math course – before they finish their high school career can transcend a student’s outlook on their college career.

That was my son’s experience.

Students Getting a Head Start in College Career

In his senior year of high school, my son enrolled in six units of college credit-bearing course work taking Communications and English 1A. It was the first he heard of these dual enrollment classes offered on his campus and he decided he would give it a shot. Not only did he find the course work and his instructors interesting (he earned A’s in both courses) but, perhaps more importantly, he saw himself as a college student – in that moment.

“That dual enrollment is clutch!” That was his exclamation in our kitchen with his ed plan in hand. It was clear to him he was free to take a few other courses he needed to transfer to his choice school. This was all because he got a head start on his college career with dual enrollment. All I could do was smile.

Unbridled excitement for his future. It’s an indescribable feeling to see the positive impact of transformational change. That must be what our Central Valley higher education leaders pursue as they explore how to grow dual enrollment in the valley.

Opportunities to Grow Dual Enrollment – Equitable Growth

That excitement I saw in my son – a mix of relief, inspiration and a vision he saw for himself – is for everyone. Growing dual enrollment offers an equitable growth opportunity. As of late, I’ve noticed a push for foster youth in dual enrollment. (See Career Ladders Project Dual Enrollment for Foster Youth: Toward Effective Practice.) Now as a Dependency Attorney, and not someone in the daily challenge of growing dual enrollment, I see the experiences foster youth endure and the resiliency they display and I applaud this push on their behalf.

This is where I have a unique perspective. I can see the transformation that can occur for foster youth if they participate in dual enrollment – even if it’s a few college courses. Not just because of the impact higher education can have on someone’s life, but because for a senior who is living life as a foster youth, a lot rides on that last year of high school. Let me explain.

When foster youth are not reunified with their family as they near the age of majority, they may continue to receive County support through age 21 if they work or attend college through what is known as AB 12 Extended Foster Care Program and Benefits.  If foster youth can envision themselves as college material while in high school that young person will be inclined to participate in AB 12 and pursue a college education. This is a decision they make during that last year of majority or their senior year of high school. I cannot emphasize enough how a dual enrollment opportunity can transform that young person’s life.

Simply put, in all its fashions, dual enrollment cannot be denied in its ability to create long-lasting, unimaginable change.

Yes, it was such an honor to lend my skill through CVHEC to help Central Valley educators create transformational change.

I cannot wait to see what transformations take shape in the next few years and what other barriers to dual enrollment Central Valley educators will dismantle.

Dual Enrollment Success Stories: Celeste Galvan of McFarland

From one end of the valley to the other, the Central Valley Higher Education Consortium continues to spotlight student dual enrollment success stories.

Like Nataly Frias featured in our first story in September, Celeste Galván of McFarland earned an associate degree at age 17 before she even graduated high school, marching alongside thousands of other Bakersfield College students at the commencement ceremony in Memorial Stadium in 2018.

Dual enrollment alumnus Celeste Galván graduated from Fresno State in December 2020.

Then just two years later, after transferring to Fresno State, she earned a bachelor of arts degree in Liberal Studies in May and now, at age 19, she is enrolled in the credential program at California State University, Bakersfield while serving an teacher internship at a nearby elementary school. All three institutions are CVHEC members.

In high school, Celeste participated in a Bakersfield College pilot program at the Wonderful College Prep Academy in nearby Delano that provided students with the opportunity to complete an associate of science in agriculture business from BC by the time they graduated from high school.

Before her senior year, Celeste’s family moved to Bakersfield and she chose to stay with her grandmother in McFarland to finish her BC degree work with the Wonderful Academy.

A typical day for Celeste would start at 4 a.m. to get ready for practice with the cross country team, where she took second place at the CIF Central Section Championships in Woodward Park in 2015. After classes, she would stay at the school library as late as 8 or 9 p.m. to finish her college and high school classwork since she didn’t have access to wifi at her grandmother’s house.

Celeste rode that Renegade/Bulldog/Roadrunner spirit through Bakersfield College, Fresno State and back to CSUB.

ROMEO AGBALOG — President of the KCCD Board of Trustees

Romeo Agbalog, president of the Kern Community College District Board of Trustees, wrote in a Bakersfied.com op-ed in January that the success of Celeste and other students prepared Bakersfield College to scale up its model by launching the Early College program in 2019, with the vision of providing a pathway for every high school student in   Kern County to earn between 12 and 60 units of college credit before graduation.

“Every incoming freshman at McFarland High School is enrolled in college-level courses alongside their regular classwork, developing the tools for college and career readiness. Today, over 23,000 students have completed a total of approximately 90,000 college credits at 36 high schools across the county” said Agbalog who also noted the program is successful in closing equity gaps.

“Early College has had a 93 percent student success rate across all high school campuses in the last academic year, consistently exceeding BC’s own institution-set standard for student success by 15 to 20 percent,” he wrote. “Most importantly, more than 85 percent of students from rural areas who were in an associate degree completion pathway went to college after high school.”

The Central Valley Higher Education Consortium has been playing an increasing role in furthering Dual Enrollment as an equity-driven strategy to reduce disparities in student persistence and completion rates, which is the essence of the CVHEC mission, including

the creation of a task force in 2019, the Central Valley Dual Enrollment for Equity and Prosperity (CVDEEP).

With over 60 education leaders from the CVHEC region, CVHEC’s Central Valley Dual Enrollment for Equity and Prosperity (CVDEEP) Task Force is identifying and establishing the best elements of a sustainable strategy for dual enrollment that is intentional and aligns with Guided Pathways.

Made up of representatives from Central Valley K-12 districts, colleges, and universities, the task force developed a collaborative regional accord on an equitable delivery of dual enrollment, culminating in a Central Valley Higher Education Consortium white paper in July 2020, “Dual Enrollment in the Central Valley.”

This consensus framework document is designed to assist the nine-county region in the advancement of dual enrollment by reviewing where it has been, identifying the bright spots, identifying challenges and working together to develop solutions.

CVHEC efforts focus on policy implementation and delivery of support to faculty and administrators working on these efforts. The work focuses on regional strategic scaling of Guided Pathways; math pathways; corequisite support (AB 705 and EO 110 implementation); California College Guidance Initiative; and dual enrollment as strategies for equity and degree attainment.

CVHEC will continue to highlight stories about dual enrollment students like Celeste and Nataly in its e-newsletter, and social media platforms. Also, a showcase video conveying the value of dual enrollment for all students through the stories of individual valley students is currently in production and due to be released later this fall semester.

Dual Enrollment: success stories underscore equity-driven strategy

Reducing disparities in student persistence and completion rates

The Covid-19 pandemic of the past 18 months cast a shadow over joyous occasions like graduation events for Class of 2020 and 2021 high school and college students everywhere, but one narrative emerged repeatedly in the Central Valley that provided a spark of optimism for our region’s college attainment rates: dual enrollment success stories.

One of those stories is 18-year-old Nataly Frias, who, during her pandemic senior year at Turlock High School (2020-21), had taken enough Merced College courses online to earn two associate degrees in May, even before receiving her THS diploma in June.

Like other students around the country over the years, California students such as Nataly have taken college-level courses while still completing their high school degree thanks to various options such as concurrent or dual enrollment.

“Recent legislation has opened the gates for far more students to take advantage of dual enrollment,” said Saundra McGlothlin, CVHEC’s central regional coordinator and dual enrollment lead “The CVHEC region is committed to stay engaged in developing solutions to overcoming persistent barriers to equity.”

Born to teen parents who themselves worked hard and returned to college (Stanislaus State alums Anthony and Sabrina Frias who are now counselors at Modesto Jr. College and Merced College respectively), Nataly is now enrolled at Fresno State for a bachelor’s degree in Psychology but with her sights set on the Nursing Program.

“Just do it,” Nataly said in a media account about her success and the challenge of dual enrollment courses. “It’s a lot of hard work but you’ll feel so accomplished.”

The pandemic actually had a silver-lining in that she had more time during the quarantine to focus on schoolwork.

“I probably wouldn’t have graduated as early without the pandemic because it really helped give me so much time where I was only focused on my online courses,” said Nataly who said she comes from a “dual enrollment family.”

Her older brother Anthony also took dual enrollment courses when he attended Turlock High and graduated from Merced College with Nataly last spring but is now enrolled at Modesto Jr. College where he plays football. And younger brother Isaiah, a Turlock High junior, is currently  taking dual enrollment courses thorough Merced College.

McGlothlin, who retired in 2017 as the vice president of Student Services for West Hills Community College – Coalinga, noted that not all students follow Nataly’s accelerated path of earning an associate degree while in high school. Many take just a few dual enrollment courses that help them get some college credit under their belt while providing a glimpse of the higher education academic curriculum.

“Most of dual enrollment students complete 12-24 units,” said McGlothlin. “This means — in addition to meeting graduation requirements — less money spent when working towards a degree in college, usually a semester or two free.”
