Central Valley Transfer Project: valley’s four-year colleges collaborating

Fresno State joins in transfer ‘centerpiece’ with

11 CVHEC community colleges, 3 CSUs, UCMerced

 The Central Valley Transfer Project is now partnered with the region’s three California State University campuses after Fresno State signed on in January joining Bakersfield and Stanislaus in the historic Central Valley Higher Education Consortium initiative designed to open new doors for students’ successful transfer from community college.

Along with founding partner University of California, Merced, this means the valley’s four public institutions of higher education are working in unison with 8 community colleges currently through CVHEC’s project using the groundbreaking Program Pathways Mapper software. The project has also gained the full support of the California Community College Chancellor’s Office.

The community colleges already in the CVTP, with several more expected to sign on this year, are: Bakersfield College, Clovis Community College, Madera Community College, Merced College, Porterville College, Reedley College, West Hills College-Coalinga and West Hills College-Lemoore.

The Transfer Project is also expanding participation in the north end of the Central Valley with Modesto Junior College, Columbia College and San Joaquin Delta College scheduled to begin onboard this spring for a total of 11 community college partners said Stan Carrizosa, CVHEC regional coordinator and consortium lead for the project.

All Transfer Project partners are members of the consortium with their respective chancellors and presidents serving on the CVHEC Board of Directors.

“The Transfer Project is now a centerpiece for students to both enter and transfer from community college to their four-year universities,” said Dr. Benjamín Durán, CVHEC executive director. “We are excited to share this latest progress of the project which has been featured statewide and nationally at conferences such as the Community College League of California and Complete College America.”

He added, “This innovative approach is the only one in the state that includes a University of California campus collaborating with partner California State University and community colleges in establishing transfer pathways for Central Valley students to get them to and through college in a timely manner.”

Dr. Saúl Jiménez-Sandoval, Fresno State president and CVHEC board member, said,  “I’m proud that Fresno State will be a dynamic partner in the Central Valley Transfer Project, as this pathway will empower community college students to become visionary Bulldogs.”

The Fresno State agreement was finalized Jan. 17 between Durán and President Jiménez-Sandoval, with Tom Burke, CVHEC regional coordinator and Transfer Project team member; Dr. Kent Willis, vice president of Enrollment Services; and Dr. Sergio LaPorta, associate dean of the College of Arts and Humanities.

At CVHEC’s Higher Education Summit last fall, CCC Chancellor Sonya Christian announced that the statewide system has designated the Transfer Project as a demonstration project as set forth in her Vision 2030 for all California community colleges. The Transfer Project’s participating community colleges are serving as the pilot campuses with plans to implement statewide.

Carrizosa said the state budget continues to support and fund the onboarding costs for all community colleges to subscribe to the Program Pathways Mapper.

Established in 2021 with UC Merced, Merced College and Bakersfield College, the project is designed to open new doors for students to successfully transfer from community college with its Program Pathways Mapper, Carrizosa said.

He said the Program Pathways Mapper — a public facing, internet-based app that can be downloaded and accessed by the public software platform — provides unprecedented ease of access for students, counselors, advisors and parents much more so than other existing platforms.

“There are no typical requirements for access to PPM such as other internal college systems like Degree Works, Assist.Org and the CSU Transfer Planner,” he said. “These are all course tracking systems but in order to use them, students need to be successfully enrolled in college and have a student email address or other form of login to try and plan. Through PPM students simply upload the public PPM app to their devices and have immediate access.”

Carrizosa said the PPM helps simplify the transfer planning process which can be the most difficult task for many students.

“In much of our Central Valley region, as many as seven out of 10 incoming college freshmen will be first generation students to attend college,” he said. “Research shows that the most difficult task for them is often the application process itself and completing the required steps for enrollment. Systems like Degree Works and others do nothing to remove this common barrier because these systems cannot be accessed until a student successfully enrolls.”

He explained that a high school student can start the Transfer Project journey as a junior or senior by enrolling in college dual enrollment courses enabling them to complete their transfer level English and Math courses while still in high school. These units roll up with them as they enter community college and track the completion of their lower division requirements for their Associate Degree for Transfer in their chosen major via PPM.

“Students can easily select a community college they wish to attend and a major they want to pursue and the lower division courses required are sequentially laid out for them through the Program Pathways Mapper software.”

In addition, the PPM then links those lower division courses to an upper division institution of the student’s choice and shows a clear sequence of upper division courses needed to complete the degree, Carrizosa added.

“The PPM contains clear and accurate information directly from course catalogues from all participating colleges,” Carrizosa said.  “The Central Valley Transfer Project is becoming an alternative continuum of courses to the traditional high school A-G or Career Technical Education continuums and is unprecedented in the state’s community college system. We call it ‘The Central Valley Way!’”

“Through the use of PPM, students complete exactly what is required of them to successfully transfer to their four-year university and they follow PPM through their last two years to degree/certificate completion,” Carrizosa said.

Baseline data results also demonstrate the promise that PPM delivers in the Transfer Project.

In a sample of 5,000 incoming freshmen to Bakersfield College in 2022 the students using the PPM increased their “percentage of on-path course completion” to over 80 percent which also closed the equity gap in this statistic for ethnic minority students when compared to their white counterparts, Carrizosa said.

“The same sample showed students using the PPM reduced the ‘number of units-to-degree’ from an average of 87 down to 67,” he added.

The project is now gearing up to expand the partnership with the College Bridge Math Project and to onboard community colleges from the northern region of the Central Valley.

Reedley College’s Motivational Poster Project 

seeks equitable, inclusive spaces on campus

NOTE: For the past three years, CVHEC Mini-Grants have been awarded to member institutions in support of CVHEC’s mission to increase degree attainment rates. We are highlighting how our member institutions’ innovative uses for the grants are positively impacting students. 

More than 70 motivational posters profiling a diverse range of student success stories were produced by the Reedley College Academic Senate thanks to funding from Central Valley Higher Education Consortium’s Mini-Grant project.

Currently funded by the College Futures Foundation, the Mini-Grants project provides awards up to $10,000 each which faculty from member institutions have creatively used for individual projects that help achieve the consortium’s strategy of increasing degree attainment rates. Previous mini-grants have supported assistance and professional learning associated with Guided Pathways, Math Pathways, implementation of Corequisite English and math, course development and advancement of Pathways for Associate Degrees for Transfer.

The 2021 funding cycle also sought to additionally incentivize basic needs and equity, race and social justice work.

At Reedley College, Rebecca Al Haider in the Communication and Languages Department undertook the Motivational Poster Project as part of the college’s Academic Senate’s anti-racism action plan “to create campus spaces that are equitable inclusive and diverse” by producing 70 posters that were printed in various languages, framed and displayed on campus.

The posters contained messages in English, Spanish, Arabic and Punjabi representing 33 students and 12 faculty, staff and administrators from various ethnicities/races, genders, sexual orientations, ages, religions, abilities, educational achievements and goals.

One of the posters highlighted Business Administration student Alejandra Reyes Enriquez, who began her higher education at Reedley College in the English as a Second Language program where she earned her high school diploma and enrolled in Business Administration classes. She transferred to Fresno State where she is pursuing a degree in accounting. Al Haider said Alejandra’s posters highlight her great achievements as a mother, immigrant and first-generation college student.

“What started out as a desire to simply learn a new language, turned into a desire to build a better future for myself and my family,” Alejandra said. “It is never too late to achieve your goals and change not only your story, but your family’s story for generations to come.”

In addition to poster printing and frames costs, Reedley College’s $8,100 grant provided two monitors and computers installed in the cafeteria and Math/Science Building to display videos of twelve profiled students and employees sharing their educational experiences and achievements as well as offering advice.

Dr. Santanu Bandyopadhyay Named Modesto Junior College President

Dr. Santanu Bandyopadhyay, named president of Modesto Junior College effective June 1, said growing enrollment and forging meaningful alliances with regional employers are among his immediate goals.

The Yosemite Community College District Board of Trustees selected Bandyopadhyay, who was serving as interim president since January at its May 12 meeting. Previously, Bandyopadhyay had served as president of Columbia College in Tuolumne County, YCCD’s other  institution, since July 2018 when also he joined the CVHEC Board of Directors.

Marking its centennial anniversary this fall, MJC serves about 22,000 students at MJC’s East and West campuses in Modesto.

President Bandyopadhyay takes over at a critical moment for California’s 16th-oldest community college as it focuses during its centennial on reconnecting with students after a year of mostly online learning forced by the COVID-19 pandemic.

“My short-term priority is to re-open the campus — paying particular attention to equity — build the enrollments we have lost during the pandemic, develop centers of excellence to cater to the need of our  local businesses and ensure long-term fiscal stability,” he said.

“The effect of the pandemic was most severe on students who need us the most — therefore, an equity-focused recovery is critical for long- term economic growth of the region. Developing a deep connection with local businesses and partnering with them to understand and satisfy their needs in innovative ways continues to remain our priority.”

Bandyopadhyay has more than 23 years of experience in higher education.  He was first the director of institutional research and planning and then as executive vice president  Cypress College in Orange County.  He also served at Zane State College in Ohio and Ohio University and taught computer science at theNational Institute of Information Technology.

In addition to his college administrative and teaching experience, Bandyopadhyay has been involved innational initiatives such as Achieving the Dream, Foundations of Excellence and Survey of Entering StudentEngagement.

Bandyopadhyay earned a doctorate in higher education from Ohio University, an M.B.A. from Ohio   University and a bachelor of science in physics from Kolkata University in India.

Mini-Grant Success Stories – MJC’s Faculty Mentor Plan Supports AB705

Adjunct Faculty Embedded Into Accelerated/Co-Requisite English, Math 

Modesto Junior College recently used its Central Valley Higher Education Consortium Mini-Grant to support compliance with California Assembly Bill 705 by funding a faculty mentor program that embedded adjunct faculty into accelerated/co-requisite English and math courses during the Spring 2021 semester, addressing the key elements of persistence; time to degree; and decreasing equity gap.

“Modesto Junior College’s use of the grant funds is the epitome of the benefits we seek when distributing the mini-grants,” said Dr. Ben Durán, CVHEC executive director. “The grants are intended to spur up creative approaches to institutionalizing equitable systems. Modesto College has done just that.”

Now in its third year, the CVHEC Mini-Grants program, currently funded by the College Futures Foundation, provides awards with a maximum $7,500 each which faculty from member institutions have creatively used for individual projects that help achieve the consortium strategy of increasing degree attainment rates.

Last year, the grants awarded for projects in various amounts provided assistance and professional learning associated with Guided Pathways, Math Pathways, implementation Corequisite English and math course development, and advancement of Pathways for Associate Degrees for Transfer. The 2021 funding cycle also sought to additionally incentivize basic needs and equity, race and social justice work.

With its $7,500 grant, Modesto Junior College eyed a plan to enhance its approach to AB705. The goal of MJC’s project was to expand the courses in highest demand — English 100 (transfer level English) and Math 34 (statistics) — by mentoring adjunct faculty in the pedagogy and andragogy used in the co-requisite and accelerated courses. While being mentored, the adjunct faculty were embedded with an experienced mentor, a faculty member who teaches accelerated and co-requisite courses.

At MJC, changes were made to both English and math using best practices from the California Acceleration Project leading to significant gains in transfer-level completers, and throughput for both departments, reported Dr. Laura Maki, dean of Science, Math and Engineering.

Comparing 1-year throughputs in fall 2017 to fall 2019, English 1 year throughput increased from 45.2 percent to 51.9 and math 1 year throughput more than tripled from 10.7 percent to 34.2, Dr. Maki said in MJC’s final mini-grant report.

In English and in math, two adjunct faculty were embedded into the accelerated composition course (English 100), and into the statistics co-requisite courses (Math 34) respectively in Spring 2021, she reported.

During the semester, each mentee received hands-on experience in the activities and lessons being used in the course, with the goal of increasing their understanding of the acceleration pedagogy and andragogy.

In math, faculty also discussed and reviewed the impact of AB705, equity gaps and disproportionate impact with their mentor adjunct faculty. Adjunct participants were provided with a stipend and FLEX credit during Spring 2021.

In fall 2021, with Modesto Junior College’s high demand for the co-requisite statistics courses, both adjunct faculty mentees will teach a section of Math 34, a 28 percent increase in the number of sections offered.

The co-requisite mentor program has given the instructors the confidence and preparation needed to independently teach the co-requisite statistics course emphasizing the ability to identify equity gaps and provide support for students with a variety of academic and social backgrounds, Dr. Maki reported.
